Joyce Carter was born on July 8, 1949 in Akron, Ohio.

She was proceeded in death by her mother, Lessie B. Stallings, stepfather, Booker T. Stallings; siblings, James R. West, Rufus West, Betty Davis, Barbara A. Skipper and Annie M. Stallings; nieces, Cassandra Davis, Angela Davis, Selena Walker and Marnetta Singleton.

She leaves to mourn, sisters, Patricia (Willie) Smith, Annett Stallings and Mary P. Stallings; son, Frederick C. West; grandchildren, Shaquest Lundy, Melvin L. Keys Jr., Savannah Keys, Rain Keys and Blade Lundy.
