Dickie Tompkins was born on June 13, 1955 at Mercy Hospital in Canton, Oh to Chester Weisbarger and Carol Jean Tompkins Black.

Dickie was the oldest of 3 children born to Carol Black. On May 29, 1962 Dickie moved to Columbus Developmental Center. Prior to this placement, his maternal great aunt, Evelyn Smith was his caregiver. On April 28, 1983 he moved out of Columbus Development Center and transferred to Apple Creek Developmental Center in Apple Creek, Ohio.

Dickie was loved by many and will be missed by his sisters, Bonnie Tompkins of Mansfield, Ohio, Debby (Rod) Bracey of Ashland, OH; his niece, Stefanie (Jon) and their children, Elijah and Zachary; and a nephew, Jonathan.
